It's worth considering that this is a risky endeavor and can significantly increase costs due to downtime, low efficiency of specialized machinery and workers in the absence of solid ground, leading to increased wear and tear on equipment. Surprisingly, the main negative factor during the winter period is not frost, but precipitation at above-zero temperatures.
When planning such construction, engineers at EDS Substation take into account factors that could worsen weather conditions and have tools to minimize such negative impacts. Specifically, specialized swamp equipment, motor pumps, and consideration of the natural landscape features along the line route are essential. However, it's not always easy for humans to tame nature.
Additionally, despite the actual increase in construction costs in such conditions by 1.5-2 times, as per Directive 34 on pricing, the increase in cost is only around +0.9% of direct expenses. Therefore, it's advisable to focus on preparation and coordination issues during periods of significant weather deterioration.
